TO THE HONORABLE Devon Conley:
Pursuant to Section 11020, California Elections Code, the undersigned registered qualified voters of the Mountain View Whisman School District (MVWSD), in the State of California, hereby give notice that we are the proponents of a recall petition and that we intend to seek your recall and removal from the office of Member of the Governing Board of the Mountain View Whisman School District (MVWSD).
The grounds for the recall are as follows:
During her six years on the Mountain View Whisman School District Board (MVWSD), Devon Conley failed in her duty to safeguard public funds and act in the best interests of students and families. Conley repeatedly enabled and approved excessive, wasteful spending by Superintendent Ayindé Rudolph, including over $1,000,000 for executive coaching tied to Rudolph’s associates, $315,000 on “guided meditation” for administrators, and $330,000 on organizational consultants of questionable value. She approved $2,700,000 for unnecessary District Office renovations, $180,000 for a PR firm to promote Rudolph and district leadership, and over $9,000,000 on locks, fences, and security cameras, despite strong community opposition. Conley ignored public concerns, downplaying the costs as insignificant, while overlooking Rudolph’s spending of hundreds of thousands on travel, lavish hotels, meals, cable TV, and other personal luxuries. As Board President, Conley participated in embarrassing and counterproductive fights between MVWSD and the City. She also championed Rudolph’s early contract renewal, expanded his travel privileges, and agreed to a $98,000 severance package that shielded him from legal accountability, even after the County announced an “Extraordinary Audit” on MVWSD for suspected fraud. Devon Conley’s presence on the Board has eroded public trust and undermined effective governance. She must be recalled to restore integrity to MVWSD leadership.
